Law Enforcement
Mishima does not have a written legal code as such. Rather, it operates under a system of strict obedience to one's immediate superior, who in turn is responsible to another superior, and so forth. Daimyo are free to reward or punish their Samurai as they see fit, and Commoners have no inherent rights to appeal to. A Samurai typically keeps the peace, theoretically having the right to strike down a Commoner under any pretext, answering only to his liege lord for his actions. There is no due process, no appeal, and the sentence for any infraction is often death.
In Mishima's holdings on worlds other than Mercury, however, it feels a need to keep up appearances for the benefit of outsiders. Some Mishiman lords actually outfit a uniformed police force rather than relying on the Samurai to police the populace, especially if the particular lord doesn't want any diplomatic "incidents". However, the "courts" set up to handle the accused are pretty much for show, for the benefit of outsiders, to give the appearance of non-Mishiman ideals of "civility" and "fairness".
Mishima territories in Luna City follow this latter trend. They are also fairly typical in their treatment of the organized crime of the Triads - they pledge a desire to crush the criminal element, and every once in a while, a "crime boss" is offered up for sacrifice, but by and large they not only tolerate the activities of the Triads in their territories, but secretly profit from them, thanks to generous tributes, and favors.
While nobody can really prove this, it still gives law enforcement of other corporations and agencies due cause to view Mishiman law enforcement with a certain degree of disgust and disdain. On the flip side, when they do deal with an offender, the offender is very rarely back on the streets again. (More likely, he's visiting a crematorium.)
